Creates a self-employment assistance program through the Department of Employment Security to provide benefits to individuals starting a business in Illinois who are otherwise eligible for unemployment insurance

Program participants are deemed to be "actively engaged in seeking work" under the Unemployment Insurance Act, eliminating the standard job search requirement while pursuing self-employment

Benefits paid through the self-employment assistance program count as regular unemployment insurance benefits

Department of Employment Security must adopt rules to implement and administer the program
