Applies the higher $750,000 threshold to new contracts, contract renewals, orders against master contracts, and contract amendments that increase value to or by that amount in a fiscal year

Authorizes IDOT to annually adjust the $750,000 threshold by rule to account for inflation in highway construction costs, using the National Highway Construction Cost Index or similar measure

Requires IDOT to publish notice of any threshold changes in the Illinois Transportation Bulletin

Maintains the existing $250,000 signature requirement threshold for all other state agency contracts not related to IDOT construction procurement
