Creates the Care for Retired Police Dogs Program within the University of Illinois system to provide veterinary care funding for retired police dogs that served 5 or more years (or 3+ years if injured in the line of duty)

Requires the University of Illinois Board of Trustees to contract with a 501(c)(3) nonprofit organization dedicated to retired police dog care to administer the program through a competitive grant process

Limits reimbursement for veterinary care expenses to $1,500 per dog annually, with funds disbursed to former handlers or adopters upon submission of valid agency documentation and paid veterinary invoices

Redirects money from the Illinois Police K-9 Memorial Fund (funded by special license plate fees of $40 initial/$27 renewal) from supporting a memorial monument to funding the new retired police dog care program

Allows up to 10% of appropriated funds to cover the nonprofit administrator's expenses, and nullifies the license plate program if 2,000 applications are not received by January 1, 2028
