Requires water main installation projects to include all water mains and appurtenances (fire hydrants, valves) owned by a public water supply and located in public rights of way or utility easements in the Illinois EPA's written approval

Establishes that design review and permitting of water mains and fire hydrants is the sole responsibility of the Illinois Environmental Protection Agency

Mandates that water mains and fire hydrants must be installed in accordance with the written Agency permit

Specifies that fire hydrants connected to a plumbing system must be installed in accordance with the Illinois Plumbing License Law and related rules and ordinances

Amends Section 15 of the Environmental Protection Act regarding plans and specifications for public water supply construction
