Creates the Ticket Sale and Resale Act of 2025, requiring ticket sellers, resellers, and secondary exchanges to disclose total prices including all fees and taxes upfront before requiring payment, along with itemized breakdowns and seat information

Prohibits speculative ticket sales (selling tickets not actually possessed), bans resellers from participating in fan club pre-sales, and caps resale prices at the original ticket price plus a maximum 10% fee for secondary exchanges

Requires individuals or entities reselling 100 or more tickets annually above original price to register with the Secretary of State, maintain a minimum $10,000 surety bond, and submit biannual reports on sales activity

Bans the use of bots to purchase tickets or circumvent purchase limits, and prohibits resellers from using deceptive practices such as unauthorized use of artist/venue logos or falsely implying official affiliation

Establishes civil penalties of at least $15,000 per day for violations plus $1,000 per ticket or 5 times the ticket price, whichever is greater, with the Secretary of State conducting audits and submitting annual reports to the General Assembly effective January 1, 2026
