Prohibits businesses from charging consumers additional fees or surcharges to receive monthly invoices or statements by mail

Classifies charging such fees as an unlawful practice under the Consumer Fraud and Deceptive Business Practices Act

Allows businesses to offer discounts to consumers who enroll in electronic/paperless billing or automatic payment programs

Amends the Consumer Fraud and Deceptive Business Practices Act by adding Section 2HHHH
