Mandates that individuals seeking FOID card restoration after a mental health-related denial must provide all collateral records to the evaluator and sign an attestation confirming all records were provided before the mental health evaluation

Creates a certification requirement through the Department of Financial and Professional Regulation for mental health professionals conducting FOID restoration evaluations, with certification records shared with the Illinois State Police Firearms Record Challenge Unit

Authorizes Department of Financial and Professional Regulation investigators to inspect and copy mental health recipient records via subpoena when investigating licensed mental health providers, with court orders required for federally assisted substance use disorder programs per 42 CFR 2.66

Applies continuing education and certification requirements to clinical psychologists, clinical social workers, marriage and family therapists, physicians, registered nurses, and clinical professional counselors who perform FOID-related mental health evaluations
