Extends the deadline for municipalities with populations over 500,000 (primarily Chicago) to impose a monthly 911 surcharge of up to $5.00 per network connection from December 31, 2025 to December 31, 2027

Delays the reduction of the maximum monthly surcharge from $5.00 to $2.50 per network connection for large municipalities from January 1, 2026 to January 1, 2028

Extends the same timeline for local wireless surcharges, allowing municipalities over 500,000 population to continue collecting up to $5.00 per commercial mobile radio service (CMRS) connection until December 31, 2027

Maintains existing surcharge authority for 9-1-1 Emergency Telephone System funding, with surcharges collected by telecommunications carriers and remitted to municipalities, counties, or Joint Emergency Telephone System Boards within 30 days
