Requires medical professionals involved in DCFS child abuse/neglect investigations to disclose to parents/guardians that their role is to provide an opinion on whether the child's injury is suspicious for maltreatment, and that they may communicate with law enforcement or provide court testimony

Mandates DCFS inform parents/guardians of their right to receive copies of the medical professional's opinion and written reports, and their right to obtain a second medical opinion at their own expense before the investigation concludes

Requires DCFS to consider any second medical opinion submitted prior to a final determination as inculpatory or exculpatory evidence in the investigation

Defines "medical professional" as physicians, nurse practitioners, physician assistants, nurses, residents, or subspecialists who are not part of the child's initial care team and whose involvement stems from agreements with DCFS

Requires DCFS to publish annual reports on its website detailing statistics on cases involving medical professionals, including outcomes by allegation type, DCFS region, race, gender, appeals data, and custody actions, with the first report due within 9 months of the Act's effective date
