Creates a new third-class wine-maker's license allowing manufacture of up to 250,000 gallons of wine per year, with storage and sale to distributors in Illinois and out-of-state buyers

Allows third-class wine-makers producing less than 250,000 gallons annually to apply for a self-distribution exemption to sell up to 25,000 gallons directly to retail licensees per year, and to sell cider and mead to certain brewers

Expands wine-maker's premises licenses to permit holders of third-class wine-maker's licenses to sell up to 250,000 gallons of their wine at retail for on-premises consumption

Increases the number of additional retail locations permitted under a wine-maker's premises license from 2 to 3 locations

Sets licensing fees for third-class wine-makers at $1,500 for online renewal and $1,750 for initial license or non-online renewal, with a $500/$1,000 fee for the fourth retail location
