Increases mandatory civil penalties for passing a stopped school bus from a maximum of $150 to $300 for first-time violations and from $500 to $1,000 for second or subsequent violations when captured by automated traffic law enforcement systems

Establishes the registered vehicle owner as liable for violations unless otherwise provided, rather than designating them as the "alleged violator"

Creates a rebuttable presumption that a school bus was stopped to receive or discharge pupils when recorded images show an activated stop signal arm and an electronic indicator confirming visual signal activation

Requires violation notices to be mailed within 30 days after the municipality or county confirms the vehicle owner's identity, rather than after notification from the Secretary of State
