Increases the capital cost cap for transportation facilities delivered using design-build, Construction Manager/General Contractor, or Alternative Technical Concepts methods from $400 million to $500 million for projects delivered by the Department of Transportation

Changes the contract award limit calculation from a 5-year period basis to an annual basis for Department-delivered transportation facilities

Removes the previous restriction limiting the Department to only 2 Construction Manager/General Contractor transportation facility projects per year

Amends the Innovations for Transportation Infrastructure Act (630 ILCS 10/15), which is scheduled to be repealed on July 1, 2032

Takes effect immediately upon becoming law
