Expands unemployment insurance eligibility for individuals who voluntarily leave work due to mental health disabilities certified by a licensed psychiatrist, effective December 28, 2025 through December 24, 2028, when the employer cannot accommodate the individual

Authorizes the Department of Employment Security to recover unemployment overpayments through unclaimed property held by the State Treasurer and through agreements with debit card issuers for inactive accounts

Allows fraud-related benefit overpayments to be recovered using the same collection methods available for employer contribution delinquencies, including liens, levies, and court actions

Permits courts to enjoin employers from operating in Illinois if they willfully fail to file new hire reports or wage reports, in addition to existing authority for unpaid contributions

Requires the Department to report to the General Assembly by January 1, 2030 on the fiscal impact of the mental health disability provision on the Unemployment Insurance Trust Fund
