Reduces fishing and hunting license fees to a flat $5 for Illinois resident veterans who have returned from service abroad or presidential mobilization as active duty members of the U.S. Armed Forces, Illinois National Guard, or U.S. Armed Forces Reserves

Changes the veteran discount from the previous 50% reduction (half of the standard fee) to the new fixed $5 rate for both annual and 3-year fishing licenses

Applies the $5 fee to hunting licenses for qualifying veterans, replacing the prior half-price discount structure that had been in effect since 2012

Veterans must provide acceptable verification of service to the Department of Natural Resources, including DD-214 forms, letters from the Illinois Department of Military Affairs, or other official military documentation

Amends both the Fish and Aquatic Life Code (515 ILCS 5/20-45) and the Wildlife Code (520 ILCS 5/3.2) to implement these fee changes
