Amends the Humane Care for Animals Act to add Section 3 (owner's duties) to the list of offenses for which law enforcement officers may seize companion animals upon arresting an owner

Extends the deadline for State's Attorneys to file a "petition for forfeiture prior to trial" from 14 days to 30 days after seizure of companion animals

Allows permanent forfeiture of seized companion animals if the prosecution proves by preponderance of evidence that the owner violated animal welfare provisions

Seized animals must be placed in custody of animal control or animal shelter pending court adjudication, with on-site impoundment available when shelter facilities cannot accommodate the animals
