IL HB3225

Redefines "bicycle" in the Illinois Vehicle Code to include both human-powered and low-speed electric vehicles with 2 or more wheels not less than 12 inches in diameter, designed for transporting one or more persons

Removes the previous definition that limited bicycles to devices "propelled by human power" with "two tandem wheels" excluding scooters and similar devices

Expands the legal definition to encompass low-speed electric vehicles as defined in Section 1-140.10 of the Vehicle Code

Allows vehicles with more than two wheels to qualify as bicycles under the new definition, broadening coverage beyond traditional two-wheeled designs
