Eliminates the $36 annual flat weight tax for non-farm trailers weighing 3,000 pounds or less (Class UT and Class TA trailers)

Amends Section 3-819 of the Illinois Vehicle Code regarding trailer registration and taxation

Retains the existing fee structure for trailers weighing more than 3,000 pounds, with fees ranging from $154 (3,001-5,000 lbs) up to $1,602 (36,001-40,000 lbs)

Farm trailers remain exempt from this change and continue under separate registration provisions with fees ranging from $160 to $750 based on weight class
