Extends the Illinois National Guard and Naval Militia tuition grant program to include Army Reserves members who have served at least one year

Eligible Army Reserves members receive exemption from tuition and fees at State-controlled universities and community colleges for up to 4 years of full-time enrollment while maintaining reserve membership

Recipients who leave the Army Reserves before completing their studies must pay remaining tuition, unless they have served at least 5 years with a cumulative 6 months of active duty, which allows one additional year of grant eligibility

Renames the "National Guard and Naval Militia Grant Fund" to the "National Guard, Naval Militia, and Army Reserves Grant Fund"

Recipients who fail to complete military service obligations must repay a prorated portion of the grant plus collection fees to the Department of Military Affairs
