Creates the Mobile Panic Alert System Act (also known as "Alyssa's Law") requiring all public schools, including charter schools, to implement a mobile panic alert system called "Alyssa's Alert" beginning with the 2026-2027 school year

Mobile panic alert systems must connect emergency services technologies for real-time coordination between multiple first responder agencies and integrate with local 9-1-1 infrastructure to transmit calls and mobile activations

State Board of Education must issue a competitive solicitation for fiscal year 2026 to contract for a mobile panic alert system available to all school districts, developed in consultation with Illinois State Police and Illinois Emergency Management Agency

Establishes the Mobile Panic Alert System Grant Program and creates the Mobile Panic Alert System Grant Fund in the State treasury to reimburse school districts for system costs, subject to appropriation

Effective date of January 1, 2026
