Prohibits denying children access to free public education through secondary school based on the child's or their parent's/guardian's actual or perceived immigration or citizenship status, consistent with the Supreme Court's Plyler v. Doe (1982) decision

Bars schools from collecting citizenship or immigration status information unless required by law, designating immigration status as directory information, or threatening to disclose immigration status to law enforcement agencies

Requires schools to develop procedures by July 1, 2026 for reviewing law enforcement requests to enter school facilities, including protocols for contacting designated authorized personnel, reviewing warrants, monitoring law enforcement interactions, and obtaining parental consent for immigration-related access to students

Creates a private right of action allowing aggrieved parties to file civil lawsuits within 2 years of violations, with courts authorized to award actual damages for willful violations, injunctive relief, and attorney's fees to prevailing plaintiffs

Applies to all public schools, school districts, charter schools, and special charter districts, including their agents and contractors
