Municipalities with populations over 5,000 and all counties must adopt a residential automated solar permitting platform by July 1, 2026, capable of processing at least 75% of residential solar applications on existing construction

The platform must automate plan review, accept online payments, and instantly issue permits for residential photovoltaic systems up to 200-amp capacity, with no manual review required during permitting or inspection processes

Local governments must publish compliance reports on their websites within 60 days of compliance, and submit annual usage reports by April 1st each year starting in 2027 through 2036

Remote inspections via recorded video or photo must be offered at no greater cost or delay than in-person inspections, with no more than one inspection required unless the first inspection fails

Violations allow civil action with damages up to 50% of the solar system installation cost, plus attorney's fees and costs, with a 3-year statute of limitations from permit request date
