Expands the definition of "public works" under the Prevailing Wage Act to include private construction projects located within tax increment financing (TIF) districts that are paid for wholly or in part with public funds

Requires workers on covered TIF district projects to be paid the prevailing wage rate for their locality and trade

Exempts projects from the prevailing wage requirement if the total project cost is less than $25,000

Exempts projects located in designated historic districts that require specialty contractors due to that historic designation
