Amends the Employee Credit Privacy Act to prohibit employers from requesting or obtaining a job applicant's social security number during the hiring process

Allows an exception for employers to obtain an applicant's social security number solely for conducting a background check at the time the check is completed

Permits employers to obtain an employee's social security number after the individual has been hired

Existing provisions remain unchanged, including prohibitions on using credit history or credit reports in employment decisions except for specific positions involving financial responsibilities, security requirements, or access to confidential information
