Requires the Illinois Environmental Protection Agency to develop and implement Stormwater Pollution Prevention Plan requirements within one year of the Act's effective date

Targets facilities regulated under federal Clean Water Act standards 40 CFR 414 (organic chemicals and plastics manufacturing) and 40 CFR 463 (plastics molding and forming)

Mandates inclusion of these requirements in National Pollutant Discharge Elimination System (NPDES) permits issued to covered facilities

Specifically addresses control of plastic pellets and other preproduction plastic materials in stormwater runoff from manufacturing facilities
