Amends the Illinois Domestic Violence Act of 1986 to give law enforcement officers discretion when the alleged offender in a domestic violence incident is a juvenile

Officers may choose not to arrest a juvenile offender based on the totality of circumstances and using the Adolescent Domestic Battery Typology Tool

Allows officers to divert juvenile offenders or assist them and their families in finding alternative placement instead of making an arrest

Requires officers who do not make an arrest under the Act to forward the incident report to the State's Attorney's office for review

Takes effect 90 days after becoming law
