Requires public utilities to maintain an adequate labor force to ensure safe, efficient, and reasonable service for patrons, employees, and the public

Defines "substantial change in labor force" as either a greater than 5% reduction in total workforce or a greater than 5% decrease in the ratio of labor force spending to capital spending

Mandates public utilities provide at least 45 days' notice to the Illinois Commerce Commission before implementing any substantial labor force change, along with a detailed report explaining the justification

Reports must address whether the change is in the public interest, will not endanger service quality or safety/reliability, and is designed to minimize financial hardship on affected workers

Authorizes the Commission to audit or investigate utility reports, and prohibits utilities from passing audit costs to ratepayers if the Commission finds the report insufficient to justify the labor force change
