Appropriates $575,000,000 total from the General Revenue Fund to the Department of Transportation for the Statewide Railway Program, effective July 1, 2025

$70,000,000 allocated for planning, design, and environmental clearance of a new electrified high-speed rail line designed for speeds exceeding 186 miles per hour

$230,000,000 designated for capital improvements including railroad bridge repairs, overhead catenary installation for electric trains, track upgrades to FRA Class 4 standards, adding mainline tracks, and installing train control systems

$100,000,000 for purchasing modern trains and constructing or modernizing maintenance facilities, plus another $100,000,000 for operating passenger trains linking communities outside the Regional Transportation Authority to Chicago and O'Hare

$50,000,000 for maintaining mainline tracks at Class 5 or better, $23,000,000 for regional bus connections to the railway network, and $2,000,000 for staffing the rail division of the Office of Intermodal Project Implementation
