Authorizes the Illinois Criminal Justice Information Authority staff, the Ad Hoc Statewide Domestic Violence Fatality Review Committee, and regional domestic violence fatality review teams to access, inspect, copy, and share confidential records for domestic violence fatality reviews

Amends the Substance Use Disorder Act to allow disclosure of protected patient records for research activities conducted under the Domestic Violence Fatality Review Act

Grants access to HIV-related information under the AIDS Confidentiality Act for persons subject to domestic violence fatality reviews, including victims and perpetrators of near-fatalities or fatalities

Permits disclosure of mental health and developmental disabilities records under the Mental Health and Developmental Disabilities Confidentiality Act for domestic violence fatality review purposes

All information disclosed remains subject to the confidentiality requirements of the Domestic Violence Fatality Review Act, and the bill takes effect immediately upon becoming law
