IL HB3289

Requires the Secretary of State to compile insurance forms and proof of insurance from owners of school buses, first division vehicles, taxis requiring school bus driver permits, commuter vans, and vehicles used by schools, day camps, summer camps, or nursery schools into a database updated annually

Mandates the database include owner/operator names and addresses, liability insurance amounts, submission dates, insurance expiration dates, and the contracting school or entity for each vehicle

Requires the Department of Transportation to collect and maintain certificates of safety from all school buses, first division vehicles, taxis requiring school bus driver permits, and multifunction school-activity buses contracted with elementary or secondary schools

Directs IDOT to develop and maintain a database tracking these vehicles with information including license plate numbers, most recent inspection dates, vehicle mileage at inspection, expected inspection expiration (6 months after inspection), and mileage requiring subsequent inspection (10,000 miles after last inspection)

Requires vehicle owners to submit proof of insurance along with the existing attestation form with each registration application
