Reduces deductibles for Underground Storage Tank Fund corrective action costs by standardizing the deductible at $10,000 for costs incurred after the effective date, regardless of tank registration history

Maintains higher deductibles ($100,000, $50,000, or $15,000 depending on circumstances) only for costs incurred before the effective date on releases reported prior to June 8, 2010

Clarifies that the 120-day payment determination deadline begins when the Agency receives both a complete payment application and the report documenting completion of approved activities, whichever is received later

Allows the $10,000 deductible for future costs to be reduced by any deductible amount already applied to costs incurred before the effective date

Makes technical corrections to statutory references, including updating citations to "Public Act 96-908" and correcting punctuation and paragraph numbering in the Environmental Protection Act
