Amends the Day and Temporary Labor Services Act to allow staffing agencies to charge placement fees to third party clients either as agreed upon in advance between the agency and client, or through an alternative calculation method

Modifies the alternative placement fee calculation to be based on the commission rate the agency would have received from the third party client over 60 days, reduced by the commission actually received for days the laborer worked for that specific client in the preceding 12 months

Clarifies that the placement fee calculation applies to days worked for any particular third party client, rather than days worked at the staffing agency generally

Maintains the existing exemption from placement fee caps for skilled laborers who undergo advanced application processes, screening, testing, and job interviews

Preserves the prohibition on staffing agencies restricting workers from accepting permanent positions or clients from offering permanent employment to temporary laborers
