Creates a Voter Safety Confidentiality Program administered by the State Board of Elections to remove participating voters' addresses from publicly available registered voter lists

Eligible participants include elected officials, first responders, police officers, election workers, and victims of domestic violence

Requires the State Board of Elections to adopt rules for implementing and administering the program

Amends Section 19-4 of the Election Code to exclude program participants' addresses from public voter lists, including vote-by-mail applicant lists posted at election authority offices and on the State Board of Elections website
