IL HB3300

Requires the Board of Higher Education to annually identify low-performing instructional programs at public universities based on enrollment, degree completion, and cost per degree, with universities required to report back on program closures or consolidations

Mandates annual reports to the General Assembly and Governor by March 15 (starting 2026) on instructional programs at public institutions, including new programs created, programs closed/consolidated, and overall program portfolio assessment

Authorizes the Board of Higher Education to accept gifts, grants, and legacies for higher education purposes, and to create or participate in corporations, joint ventures, partnerships, or associations that support higher education

Requires private colleges seeking approval to disclose tuition schedules including per-course rates, and mandates that institutions placed on federal Heightened Cash Monitoring 2 or reimbursement payment methods notify the Board of Higher Education within 14 days

Adds accreditation maintenance as a requirement for non-residence degree-granting institutions and authorizes unannounced inspections by Board representatives of degree-granting institutions' premises and records
