Expands electric vehicle rebate eligibility to include electric motorcycles, with rebates of $1,500 (until July 2026), $750 (July 2026-2028), and $500 (after July 2028)

Restricts rebate eligibility exclusively to low-income purchasers (households earning no more than 80% of state median income), eliminating the previous prioritization system that allowed all purchasers to apply

Extends the rebate application deadline from 90 days to 180 days after vehicle purchase and requires applications be submitted during open rebate cycles designated by the Environmental Protection Agency

Revises the definition of "electric vehicle" to include vehicles legally permitted on all public roadways including interstate highways, while excluding vehicles with maximum speeds below 45 mph, golf carts, and off-road vehicles

Allows the Electric Vehicle Rebate Fund to receive appropriations from any state fund, not just the General Revenue Fund, to support the rebate program effective July 1, 2025
