Prohibits plaintiffs from taking discovery in personal injury lawsuits against motor vehicle operators when total damages sought are equal to or less than the minimum liability insurance required under the Illinois Vehicle Code ($25,000 per person/$50,000 per accident)

Requires all parties in such limited-discovery cases to disclose to other parties all documents they intend to introduce as evidence at trial

Amends Section 2-1003 of the Code of Civil Procedure governing discovery and depositions

Applies to both new actions commenced and cases already pending on or after the effective date of the act
