Amends the Barber, Cosmetology, Esthetics, Hair Braiding, and Nail Technology Act of 1985 to explicitly include hydrodermabrasion devices (such as the Hydrafacial machine) within the scope of cosmetology and esthetics practice

Clarifies that use of hydrodermabrasion devices is permitted when done for cosmetic or beautifying purposes, not for treatment of disease or muscular/nervous disorders

Licensed cosmetologists and estheticians would be authorized to perform hydrodermabrasion treatments under their existing licenses

Takes effect immediately upon becoming law
