Creates a grant program within the Illinois Department of Agriculture to provide grants of up to $250,000 to local farmers for distributing free, healthy food to low-income pregnant women

Defines "expectant mother in need" as a pregnant individual whose household income does not exceed 200% of the federal poverty guidelines

Limits food distribution to expectant mothers residing in the same county as the farmer or within a municipality 20 miles of the farm

Requires grant applicants to be farmers with a feasible distribution plan and be deemed "trustworthy" by the Department

Program implementation is subject to appropriation, with the Department of Agriculture directed to adopt rules for the program
