Requires hospitals to provide written information about the Early Intervention program to parents or legal guardians of children admitted to neonatal intensive care units (NICUs)

Mandates hospital staff familiar with the Early Intervention program to initiate written referrals before discharge for all NICU-admitted children who qualify for early intervention services based on developmental delays or at-risk conditions

Transfers administration of the Early Intervention program from the Early Intervention Services System Act to the Department of Early Childhood Act beginning July 1, 2026

Expands the public awareness program requirements to include special focus on early identification of infants who automatically qualify for services, including those born weighing less than 1,000 grams (approximately 2.2 pounds)

Amends the Hospital Licensing Act by adding Section 11.7a to codify these hospital notification and referral requirements for early intervention services
