Requires the Department to purchase or renovate a building of at least 3,000 square feet in a HUBZone, with office space for at least 10 employees, workshop facilities, and secure technology infrastructure

Mandates hiring staff including a Director of Operations, RFP specialists, educators/trainers, and IT specialists, with the Center required to use artificial intelligence systems to facilitate proposals

Establishes a 4-year operational plan targeting 182 proposals annually with a 20% win rate, followed by transition to partial self-sustainability through a fee-for-service model generating approximately $500,000 to offset costs

Directs the Center to provide workshops and certifications in proposal writing and business strategy, create jobs in HUBZones, and empower minority-owned businesses
