Creates the Calumet City Community Medical District with boundaries coterminous with Calumet City to attract and retain hospitals, medical research facilities, academic centers, and high-technology enterprises

Establishes a 12-member Commission with 9 appointed commissioners (3 each by the Governor, Mayor of Calumet City, and Cook County Board President) and 3 ex officio members (Directors of Commerce and Economic Opportunity, Public Health, and Secretary of Human Services)

Grants the Commission power to acquire property through purchase, gift, or eminent domain (excluding quick-take powers), construct medical facilities, and sell or lease property at fair market value with use restrictions and reverter clauses

Requires the Commission to prepare a comprehensive master plan before acquiring, constructing, or disposing of property, and mandates biennial reports to the General Assembly and audits by the Auditor General

Creates the Calumet City Community Medical District Income Fund in the State treasury and amends the Court of Claims Act to include the new district commission among entities subject to tort claims jurisdiction
