Election authorities may choose to mail vote by mail ballots directly to all qualified voters in their jurisdiction instead of sending notices and applications for permanent vote by mail status

First-time voters who have never voted before cannot receive an automatic mail ballot unless they first provide sufficient proof of identity to the election authority, which must verify it

Voters may submit a written request to opt out of receiving automatic mail ballots; election authorities must maintain records of these requests and instead send those voters the standard notice and application for permanent vote by mail status

Election authorities must compile and publicly post a list of all voters who will receive mail ballots, including name, street address, and precinct/district information, and transmit this list electronically to the State Board of Elections within one day

The State Board of Elections must maintain the voter lists on its website in electronic format, organized by county and accessible to state and local political committees
