Amends the Illinois Insurance Code by adding Section 2.3 regarding the use of secondary sources on insurance in legal proceedings

Declares that secondary sources on insurance—including legal treatises, scholarly publications, textbooks, and other explanatory texts—do not constitute the law or public policy of Illinois

Strips persuasive authority from secondary sources that purport to create, eliminate, expand, or restrict a cause of action, right, or remedy

Prohibits treating secondary sources as persuasive authority if they conflict with the U.S. Constitution, Illinois Constitution, state law, Illinois case law precedent, or common law adopted by the state

Takes effect immediately upon becoming law
