Requires Illinois Department of Corrections facilities to deliver original physical mail to incarcerated persons after inspection, provided the mail does not pose a security or safety threat

Defines specific threats that justify withholding mail: threats of physical harm or criminal activity, blackmail or extortion, contraband/escape plans, coded messages unreadable by staff, departmental rule violations, unauthorized correspondence with other incarcerated persons, or violations of state/federal law

Amends the Unified Code of Corrections Section 3-7-2, which governs facility requirements for committed persons

Preserves existing authority for the Director to order mail inspection and reading for security, safety, or morale reasons
