Creates the Office of State Public Defender as an independent agency within the judicial branch, headed by a State Public Defender appointed initially for a 2-year term by the Illinois Supreme Court, with subsequent 6-year terms appointed by an 11-member State Public Defender Commission

Establishes the State Public Defender Commission composed of members appointed by the Governor, Supreme Court, and legislative leaders to oversee the office, approve budgets, set trial-level public defense standards including maximum workloads and minimum staffing levels, and appoint future State Public Defenders

Restructures county public defender appointments in counties under 3,000,000 population by requiring Local Nominating Committees co-chaired by the State Public Defender and Chief Judge to recommend candidates, with Chief County Public Defenders serving 10-year terms removable only for cause

Requires Chief County Public Defender salaries to be at least 95% of the county State's Attorney's compensation (increased from 90%) and mandates equal State funding for assistant public defenders as provided for Assistant State's Attorneys

Directs the State Public Defender to establish advisory boards, distribute funds from the Public Defender Fund to supplement county public defense budgets, provide training and resources to county offices, and collect performance data for annual reporting to the Governor, General Assembly, and Supreme Court
