Creates the American Hostage Tax Liability Postponement Act to postpone all state and local tax liabilities for U.S. nationals who are unlawfully detained or held hostage abroad until 90 days after their release

Exempts affected individuals from paying any interest or penalties that accrue during the postponement period, and prohibits the sale of their property for unpaid taxes during detention

Extends the same tax postponement protections to the spouse of any detained or hostage individual

Applies to all taxes owed to the State of Illinois or any local government, including income taxes and property taxes

Preempts home rule authority, prohibiting local governments from imposing tax liabilities, interest, or penalties inconsistent with the Act; takes effect immediately upon becoming law
