Amends the Illinois Domestic Violence Act of 1986 to modify when emergency order of protection petitions become public records

Expands the conditions under which a petition becomes public: now includes either (i) when the petition is served on the respondent, or (ii) when the respondent or respondent's counsel files an appearance and waiver of service

Allows petitions for orders of protection to be filed either in person or online

Maintains existing provisions that no fees are charged for filing, amending, certifying, or photocopying petitions or orders, and no sheriff fees for service

Preserves the pilot program framework for electronic filing and audio-visual court appearances for domestic violence protection orders
