Amends the Code of Criminal Procedure of 1963 to grant State's Attorneys discretionary authority to charge a felony offense as a misdemeanor

Adds new subsection (d) to Section 111-1, which governs methods of prosecution in Illinois

Provides no limitations or restrictions on which felonies may be reduced to misdemeanor charges, leaving the decision entirely to prosecutorial discretion
