Amends the Law Enforcement Officer-Worn Body Camera Act to restrict who can request disclosure of flagged body camera recordings under the Freedom of Information Act

Limits access to flagged recordings (those involving complaints, firearm discharge, use of force, arrest/detention, or death/bodily harm) to six categories of requesters: court orders, persons involved in the encounter, their legal representatives, witnesses to the encounter, witnesses' legal representatives, and news media representatives

Maintains existing protections requiring written permission from victims or witnesses who had a reasonable expectation of privacy before their recordings can be disclosed

Preserves the right of encounter subjects and their attorneys, as well as officers and their legal representatives, to request recordings of encounters they were involved in

Does not change other existing provisions governing body camera use, storage requirements (90-day retention), or exemptions from disclosure under FOIA
