Requires each public college and university expert panel on mental health to include at least 2 administrators, 2 faculty members, and one mental health professional

Mandates public colleges and universities provide at least 3 licensed mental health professionals, or the number required by the 1:1,250 clinician-to-student benchmark ratio if lower

Mental health professionals may serve in part-time on-campus or full-time on- or off-campus capacities, with service hours based on campus utilization data

Allows mental health services to be delivered through both in-person and telehealth modalities to ensure student access

Amends the Mental Health Early Action on Campus Act regarding training requirements and local partnerships for campus mental wellness
