Expands the definition of "fire department vehicle" in the Illinois Vehicle Code to include recreational off-highway vehicles, all-terrain vehicles, watercraft, and aircraft designated for fire department use

Allows all-terrain vehicles owned by counties, townships, or municipal corporations to receive permanent registration plates when used as fire department vehicles, in addition to the existing allowance for law enforcement purposes

ATVs must be converted to street-worthy vehicles meeting Chapter 12 equipment requirements, with documentation from the manufacturer or franchised dealer

Permanent registration plates for qualifying government-owned ATVs are issued for a one-time fee of $8.00

Takes effect immediately upon becoming law
